WMATA – WMATA IT Support Services (WITSS)
Niti Systems is selected as a subcontractor to support WMATA with professional information technology (IT) support services to provide professional IT related program and project support services. The scope involved three (3) Functional Areas (FA) within WMATA’s Department of Information Technology – Information Technology Systems and Services (ITSS), Information Technology Infrastructure (ITIO) and Information Technology Cybersecurity Services (ITCS).
Palm Beach Transit (Palm Tran) – Technology Assessment
Niti Systems supported Palm Tran with an assessment of their major enterprise technology systems, along with a SWOT analysis to recommend future directions for these systems as well as for the technology department. The assessment focused on the agency’s Intelligent Transportation Systems, Enterprise System, Infrastructure and Business Processes.
Metro Atlanta Rapid Transit Authority (MARTA) – Oversight Management Audit
Niti Systems supported MARTA with advisory consulting services to perform the 2020 MARTA Oversight Committee (MARTOC) Management Audit. The scope of services included an assessment of various key enterprise systems, including the Enterprise Resource Planning (ERP), Fare Collection, Computer Aided Dispatch (CAD), Automated Vehicle Locator (AVL), Data Warehousing and more. We reviewed the existing business processes associated with these systems to determine gaps, risks, and non-value-added activities. After documenting the current state, our team provided a report consisting of in-depth assessment, recommendations, and next steps to address the gaps and improve operational efficiencies.
Metropolitan Atlanta Rapid Transit Authority (MARTA) – Ridership Assessment
Niti Systems founder Jignesh Patel supported MARTA’s Planning Department with an assessment of various technology solutions deployed at MARTA, including their impact on the ridership across various modes, system usage across the agency, staff training needs, data quality and system support levels. The next phase involved providing detailed recommendations for each system and their best usage, strategies to improve ridership and future state planning for various ITS systems.
Long Beach Transit – Onboard Surveillance System Support
Niti Systems helped Long Beach Transit (LBT) for the assessment of various options and recommendations for their onboard surveillance systems along with emerging technologies such as video analytics, integration with bus technologies, open architecture and other. With the rapid advancement of technologies in past few years, the surveillance systems are getting increasingly capable of performing complex analytical tasks such as passenger counting, seating assessments and others. We successfully delivered the assessment of various options available in the marketplace to perform additional tasks such as passenger counting, seat occupancy assessment and others. Our team subsequently helped the agency with technical specifications and implementation support.
San Diego Metropolitan Transit System (MTS) – Technology Assessment
Niti founder Jignesh Patel conducted an in-depth assessment of various technology and ITS systems deployed at MTS in order to determine their usefulness, effectiveness and current state business processes in order to provide the agency with an assessment report and recommendations for future upgrades.
Jacksonville Transportation Authority (JTA) – Technology Program Management
As an interim CIO for JTA, our founder Jignesh Patel supported the agency with technology support services for multiple large-scale projects including the CAD/AVL System, Fare Payment System (StarCard), Enterprise Resource Planning (ERP) implementation of the Oracle eBusiness Suite, Real-Time Passenger Information (RTPI) and One-Call, One-Click (OCOC). Jignesh helped JTA with the full system life-cycle implementation including feasibility study, ConOps, System Requirements, Technical Specifications, System Design, Testing, Installation & Commissioning and Operations & Maintenance support.
MARTA – Systems Engineering On-Call Support
Niti Systems team will support MARTA with delivery of various Systems Elements Program(s) and/or projects on an on-call basis. Our team will support MARTA with Concept Exploration, Concept of Operation (ConOps) Development, Requirements Management, Testing, Validation & Verification and Configuration Management activities for Traction Power, Train Control Systems, Rail Signaling, SCADA Systems, ITS Deployment, Radio/Communication Systems, Fire and Life Safety and Tunnel Ventilation projects.
Jacksonville Transportation Authority – Systems Engineering Support for U2C
In one-of-a-kind Connected Autonomous Vehicle (CAV) pilot for the JTA Bus Rapid Transit (BRT), Niti Systems Consultants helped the agency with development of a technology roadmap, architecture definition, systems engineering support and planning for their Ultimate Urban Connecter (U2C) program. Our consultants provided technical expertise for their regional ITS architecture and enterprise system integration.
Gwinnett County – Comprehensive Transportation Plan
Niti Systems is supporting Gwinnett County with their Comprehensive Transportation Plan (CTP) Update. The CTP Update will identify future transportation needs, projects that address those needs, and the advantages, costs, and potential funding sources for those projects. The CTP is paired with the Gwinnett County 2040 Unified Plan with an aim to define the long-term comprehensive vision for growth of the County, and a plan for investment in the County’s transportation system and other supporting infrastructure. The CTP will help the county plan for growth and needs for the near term, mid-range and long-range, with an ultimate horizon year of 2046.
Cobb County Transit (CCT) – On-Call Task Order Contracting
Niti Systems is part of a team that is supporting CCT with Transportation Planning and Environmental Services. The Niti team will assist CCT with a wide variety of scope, including traffic modeling, bicycle and pedestrian planning, mass transit planning, airport/aviation systems planning, small area studies, urban design plans, roadway operations planning, public involvement planning, transportation research, transportation demand management, development of application packages for Federal and state grants, and other duties related to the overall mission of CCDOT.
San Francisco MTC – Governance Consultants Bench Contract
Niti Systems is supporting San Francisco MTC with strategies and recommendations to guide the recovery of public transit and its role in the region, as it adjusted to new conditions created by the COVID-19 pandemic. We are part of a pool of contract MTC selected to with various goals including – Improving Project-Level Governance, Support and Evaluation of Functional and Full Consolidations of Transit Agencies, Establishing New Sub-Regional and Regional Governance and Administration and Subject Matter Expertise (SME) to Multiple Areas of Transit Decision Making, Administration/Management and Operations.
WMATA Planning Support
Niti Systems is part of a team supporting WMATA’s on-call multi-disciplinary planning contract to support their diverse planning needs. Our team will support various departments and teams at WMATA including – Office of Planning (PLAN), Office of Bus Planning and Scheduling (BPLN), Office of Transit Assessment Management (TAMO), Office of Sustainability (SUST), Office of Capital Program Management (OCPM), Office of Performance (OPP) and Office of Strategic Initiatives (STIN).
Atlanta Regional Commission (ARC) – Georgia Commute Options Program
The Niti Systems team supported ARC with their Georgia Commute Option (GCO) program evaluation effort. This Transportation Demand Management (TDM) effort for the Atlanta metropolitan area consists of software evaluation, integration planning, CRM System/Ride matching software market research and project management support. The ARC TDM program consists of marketing, employer/property manager outreach, commuter outreach, and a suite of commuter incentives, which operates as the regional TDM brand, and seven local Transportation Management Associations (TMA) operating within specific employment centers.
Atlanta Regional Commission (ARC) – Regional Project Planning Database
Niti Systems consultants developed an efficient project database system for use by ARC team for project programming maintenance, generating project list reports, and regional federal fund balancing exercises. Our team performed an integration with GIS module to assist with visualizing the project locations. Our team performed a needs assessment, software technical review and functional review to create tailored recommendations for the system upgrade.
BJCTA – Comprehensive Operations Analysis (COA) and Transit Planning
Niti founder Jignesh Patel supported BJCTA with the development of a Short Range and Long-Range Transit Plan (LRTP). This plan, also referred to as a Unified Transit Development Plan and Comprehensive Operational Analysis (COA) allowed the agency to identify opportunities for enhanced/modified service, identify technology trends, identify funding sources, document the service gaps and create a database of that GIS information.
JTA – Route Optimizations Initiative
Niti founder Jignesh Patel helped the Jacksonville Transportation Authority for a complete system redesign called Route Optimization Initiative (ROI). As part of the JTA IT Department, the Niti consultants worked closely with the Planning and Operations departments to design, engineer and build a Bus Rapid Transit (BRT) initiative. This ROI project has greatly helped the JTA customers with transportation options that allow a timelier transit experience.
Ohio Department of Transportation (ODOT) – I70 Truck Automation Corridor
Niti Systems is part of the Team selected for the Interstate 70 (I-70) Truck Automation Corridor project which will be achieved by Drive Ohio program of the Ohio Department of Transportation (ODOT). Niti Systems provides the Systems Engineering, Intelligent Transportation Systems (ITS), Data Management and Technology Support to implement Truck Automation technologies such as Truck Platooning, Level 2 Automation and Level 4 Automation along the I-70 corridor between Columbus, Dayton and Indianapolis.
National Transit Institute (NTI) – Regional ITS Architecture Training
Niti Systems founder Jignesh Patel worked with National Transit Institute (NTI) to develop and deliver a training course for the regional ITS architecture. The version of the architecture combines pieces from the Connected Vehicles Reference Implementation Architecture (CVRIA). Jignesh developed various use cases (Services Packages) for emerging mobility solutions and the content for a 2-day training course.
Atlanta Regional Commission (ARC) – Regional ITS Architecture
Helping the Metropolitan Planning Organization (MPO) develop a Regional ITS Architecture, Jignesh Patel supported the effort with an emerging technology assessment, regional ITS deployment review, and identification for the pilot projects based on the emerging mobility concepts such as multi-modal transportation integration and Mobility as-a-Service.
Greater Dayton Regional Transit Authority (RTA) – Mobility-As-A-Service Development
The Niti Systems founder Jignesh Patel worked on a Mobility-as-a-Service (MaaS) Concept Development for the Greater Dayton RTA. We performed a service review of Dayton RTA’s paratransit and shared use mobility modes and provided recommendations on a future mobility-as-service platform for the Greater Dayton region supported by an integrated payments system.
Jacksonville Transportation Authority (JTA) Ultimate Urban Circulator U2C BRT

Long Beach Transit BEV Procurement Support
Niti Systems was hired by Long Beach Transit to support them with the procurement of 50 fully electric buses. The agency is looking to purchase fully loaded electric vehicles along with charging infrastructure and various technology solutions pre-installed in the vehicles. These systems would be managed by a Vehicle Logic Unit (VLU) that acts as a gateway for the Computer Aided Dispatch (CAD), Automated Vehicle Locator (AVL), Automated Passenger Counting (APC) systems, Scheduling software and other communication to the LBT control center. The vehicles will also come installed with a Mobile Gateway Router to provide communication backbone for the VLU as well as offer the Wi-Fi onboard for the passengers. Besides these, the vehicles will come pre-installed with a full surveillance system, including an onboard Digital Video Recorder (DVR), video cameras and a GPS unit. Niti Systems supported the agency with concept of operations, assessment, technical specifications for vehicles and project management for this effort. Our consultants are also supporting the design, installation/deployment plans and project management for the existing fleet of vehicles to match the new technology solutions that will be deployed on the new vehicles. Niti Systems successfully delivered the project with 100% scope, within schedule and budget. Budget for this project was $150,000.
Metropolitan Council (Minneapolis) Transit Fleet Electrification Program Management
Niti System consultants is supporting Metropolitan Council to provide Program Management Services for its fleet of 650 vehicles to transition to the electric buses. This effort will require a fully integrated program management approach, not unlike the models Metro Transit has successfully implement for its New Starts and ABRT programs. We understand the Metro Transit needs for program management services will vary as it embarks on implementing electric vehicles. Program Management services may include, but are not limited to the following types of tasks:
Establishing program management frameworks
Surveys of available funding sources for capital and operating expenses
Energy modelling and tariff analysis
Competitive funding application assistance (ongoing)
Energy management and smart infrastructure planning
Development and refinement of standard operating procedures
Alternative delivery models
Capital Metro Austin – ERP System Implementation
Niti Systems is supporting Capital Metro with assessment of the existing system, a comprehensive business analysis to determine the requirements of a new system, development of the scope, and end- to-end project management support for their new ERP implementation. We are part of a team that is providing professional, technical, consultative, managerial, administrative, and other services necessary for a new ERP solution that is user-friendly, easy to adopt within the agency, cost-effective to maintain, and improves operations and services to internal and external stakeholders.
